SIR, — Seeing the list of senior appointments to the new Northumberland Unitary Council brings to mind the phrase 'to the victor the spoils', given that the majority of posts have gone to people who currently work for Northumberland County Council.
The new Chief Executive, admittedly, is an external appointment, but I cannot help wondering if he might have preferred other 'new brooms' to approach the challenges faced by the new authority.

Those who have years of experience working at senior management level at the County Council might not find it easy to admit to past mistakes or to learn from them. If we are to have a new approach to local government the electorate needs to be convinced that we can begin with a clean slate.
